As the missile sirens sound, I am sitting at an open-air cafe outside a government building. I know that there will be a drill. It's been all over the media. I want to see what people will do and where they will go. What they do: Nothing. "Why are you standing up? It's only a test." That's dismaying. Missiles have hit the city before. Maybe the evening drill will be different.
